Department Summary
The Maximus Canada Project Management Office (PMO) is a strategic enabling body setup to assist projects within accounts and internal portfolios with the successful execution and delivery of intended business value. The PMO consists of a team of project management professionals responsible for managing projects from the exploration/pipeline phase through to project stabilization and transition to ongoing operations. The PMO works closely with other key project stakeholders to ensure projects are delivered to meet their intended business needs while utilizing best practices, solid project management principles and appropriate standards.
Position Summary
Working as an integral part of the PMO, the Senior Project Manager contributes to the establishment and achievement of standards within the PMO. They provide leadership in evaluating and responding to opportunities for Maximus and in designing program and project frameworks. The Senior Project Manager responsible for managing critical and strategic Maximus Canada projects from the initiation phase through to project stabilization and transition to ongoing operations. The Senior Project Manager applies PMI best practices and ensures organizational change management supports are applied when working with internal and external stakeholders, sponsors, clients and vendors to deliver assigned project(s). Your typical week at Maximus
PROJECT MANAGEMENT
- Provides thought leadership in project management, mentoring and supporting ePMO team members
- Responsible for the delivery of assigned projects to ensure the planned business outcomes are met by establishing appropriate:
- project governance,
- stakeholder identification, evaluation against people process and technology change, and overall management and support,
- risks and issues management,
- resource management,
- schedule management,
- cost management,
- Projects include large-scale projects and/or multiple small-medium projects that are complex in scope and have some level of interdependency, strategic importance and risks for the organization.
- Lead planning of resources (people, hardware, and materials), quantities, and timing needed to carry out project activities, and the ongoing management of the approved resource plan.
- Responsible for establishing project budgets and ongoing financial management and performance, including:
- Validating staff/contractor time entries and resolving discrepancies; and
- Reporting on resource actuals verses estimates in a timely manner.
- Responsible for creating and maintaining an integrated project schedule with start and finish dates; analyzing activity sequences, durations, dependencies, constraints, and resource requirements.
- Reviews opportunities and contributes to both strategy and content for bid responses, interacting with other Maximus teams to position Maximus for growth
- Ensure the project achieves the critical success indicators (CSIs)/ key performance indicators (KPIs).
- Ensure vendors meet their contractual agreements on assigned projects.
- Contributes to the ongoing improvement of the PMO standards, processes and templates.
LEADERSHIP AND TEAM MANAGEMENT
- Collaborates with account leadership to communicate, manage expectations and represents the organization’s interests to numerous internal and external stakeholders, many of which have political sensitivities.
- Facilitate team and status meetings, ensuring all recurring and critical project meetings are appropriately documented capturing action items, decisions and discussion summary and following up on action Items prior to the next meeting.
- Manage project resources in a matrix organization and ensures team activities are carried out efficiently without unnecessary churn.
- Provide input on hiring and performance reviews and escalate performance issues to applicable manager as soon as issues are identified.
- Partner with various business areas to resolve conflict or issues related to complex cases or service delivery to ensure proper resolution.
- Act as a coach or mentor in training and development of a project team.
GOVERNANCE AND DECISION MAKING
- Understanding the need for and designs governance structures, where needed beyond the ePMO Project Delivery Framework
- Facilitates project governance committees in project decision-making and project sign-off activities, including involving senior management in the negotiation of schedule changes that require trade-offs of the triple constraints (cost, time, quality).
- Manage stakeholder expectations, negotiating compromises and win-win situations, provider clear direction on project roles and associated responsibilities.
- Manage the approval decisions in the MAXIMUS Canada Standard Project Life-cycle and the work required to meet the respective exit criteria for each decision; possess a strong understanding of other applicable life cycles (e.g., Agile, waterfall, SDLC).
- Complies with PMO project management standards, tools, and practices (e.g. status reporting)
ANALYSIS AND REPORTING
- Advanced application of project management software tools to process data and interpret the results through critical thinking.
- Collect and disseminate information on project performance, including forecasting, status reporting, and resource allocation; monitoring indicators and progress to identify variances from plan for escalation as appropriate.

Other
- Some projects may require travel and so incumbents must be able to obtain and maintain valid travel documentation at all times.
- Project activities may require working outside of standard business hours (9:00am-5:00pm).
Education and Experience
- A minimum of 7 years of project management expertise working with waterfall, agile and hybrid project frameworks, or equivalent education and experience. PMP designation would be an asset
- A minimum of 5 years of experience managing large projects or multiple small projects.
- A minimum of 2 years of experience working in a professional services/consulting organization.
- A minimum of 2 years of experience working within or directly with government or other publicly funded organizations.
- A level of education, training and experience equivalent to a Bachelor’s degree in Commerce, Business Administration, or Computer Science.
- Knowledge of, and experience and working with the Project Management Institute’s Project Management Body of Knowledge (PMBOK) methodology or other industry-standard project management frameworks.
- Organizational Change Management experience and PROSCI Change Management certification would be an asset
- An equivalent combination of education and experience will be considered.
