Role Summary
A key bid leadership role accountable for the end-to-end solution development for large, complex outsourced service opportunities (>£50m) in the UK public sector, with a focus on adjacent and new markets.
Working alongside the Strategic Deals Director, Business Development Director, Bid Director and Commercial Lead to pursue opportunities, driving market/user research, defining service blueprints, creating value propositions and developing solutions that differentiate us from the competition and positively impact citizens. Leadership and direction of all solution work streams, including operations, technology, clinical, infosec, people, estates, partnerships and implementation.
Responsible for leading key areas of Solution capability development and mentoring of Solution Leads. Regularly deputise for Strategic Deals Director where required.
Customer
- Build an understanding of the market and bid opportunity to develop a tailored solution
- Understand the client industry and gain an appreciation of the business drivers, constraints, and opportunities in that vertical market
- Be pro-active with the customer engagement to manage stakeholders, test understanding, refine requirements and develop workable solutions
- Fully understands the client business, functional and non-functional requirements
- Design and develop high-quality, tailored and costed delivery solutions in collaboration with subject matter experts and operations colleagues to achieve the service users’ needs and the customer’s objectives
- Understand what represents the very best from a service provider in the given sector.
Operational Excellence
- Owns, manages and leads the matrix solution team to develop an end-to-end solution or proposition which is in line with the agreed strategy; meets the customers business objectives and achieves the required affordability target
- Develops the overall vision and high-level design for the service and ensure effective communication to stakeholders
- Understands what the programme will deliver from a business and benefits perspective and to redevelop areas where this is not congruent with the evolving solution
- Challenges the business with approaches that deliver more efficient and effective ways of working
- Directs the technology approach to ensure AI and technology is at the heart of our solutions and drives genuine business benefit, working closely with our Team
- Drive a compelling commercial value proposition, working with the commercial lead
- Re-utilise existing Maximus capabilities wherever possible
- Lead solution assurance governance prior to submission to the customer
- Create bid narrative and act as final editor on all written material that forms part of the solution response
- Identify and mitigate risks associated with the solution
- Support an effective handover to the transition team to implement the solution.
People and Culture
- Define solution development best practice and coach Solution Leads and wider business on its adoption
- Manage the client’s expectations and understand where Maximus can deliver their requirements using standard offerings where possible. Where a standard offering is not appropriate, oversee the design of bespoke solution elements to meet the client’s requirements
- Stakeholder management within bid teams and wider Maximus
- Promote co-operation and facilitate co-ordination of all solution workstreams within the bid to achieve a successful integrated solution which is underwritten and understood by all stakeholders
- Build and shape local partnership agreements/subcontractors/partners
Essential & Desirable
- Demonstrable experience directing transformational business development opportunities
- Referenceable work winning success
- Proven experience managing large teams across multiple projects
- Prior experience of Public Sector bidding within Employability, Health, Justice or Contact Centre environments
- Experience creating service blueprints and enterprise and business architecture artefacts
- Prior experience working within outsourced environments, including management of partners and sub-contracting arrangements
- Experience of a variety of commercial models
- Proven ability working with key stakeholders, building relationships across all levels including board and C-Suite level

- Excellent written communication skills to ensure concise and compelling bid narrative
- Meticulous attention to detail, capable of working effectively both on their own and as part of a team
- Practical and pragmatic with ability to cut through problems to deliver value for colleagues and the organisation
Travel Requirements
- Remote but expected to travel for team meetings, customer meetings and external events
