Role Summary
  • The Mobilisation & Change Director is the organisation’s senior authority for largescale mobilisation, enterprise change delivery and portfolio delivery governance. This role provides expert leadership across the most complex, highrisk and strategically significant programmes, while also overseeing, demand and supply planning, and portfolio reporting functions
  •  As the single accountable leader for all mobilisation and change activity, the role sets the delivery standards, methodologies, controls and governance used across the organisation. The Director ensures every programme is properly assured, resourced and sequenced, enabling predictable operational readiness, commercially sound delivery, and organisational stability during periods of growth
  • By integrating programme delivery, demand/supply modelling and project support functions, the Director ensures a cohesive endtoend approach to managing the organisation’s full change and mobilisation portfolio.

Enterprise Mobilisation & Change Strategy

  • Define and lead the organisation’s integrated mobilisation and change strategy.
  • Set enterprise standards, delivery methodologies, quality expectations and governance frameworks for all programmes.
  • Ensure a unified approach to portfolio oversight, resource prioritisation and strategic alignment.

Functional Leadership & People Management

Executive Governance, Portfolio Alignment & Assurance

Oversee integration of change management into all mobilisations

  • Ensure organisational change planning, stakeholder engagement, communications and business readiness activities are embedded in every mobilisation.
  • Identify and mitigate change impacts to minimise operational disruption.

Risk, governance and stakeholder leadership

  • Establish and chair mobilisation governance forums, ensuring decisions, risks, dependencies and mitigations are managed effectively.
  • Provide confident, transparent reporting to executive stakeholders, clients and partners
  • Ensure governance forums reflect accurate, robust, portfolio insights and resource forecasts to enable strong executive decision‑making.

Drive continuous improvement and organisational learning

  • Drive learning, standardisation and improvement across mobilisation, change and project support functions.
  • Ensure lessons learned influence standards, methods, bid development and future mobilisation readiness.

Preferred Skills and Qualifications

Essential:

  • Significant experience operating at Director or senior programme leadership level, with accountability for large‑scale, multi‑site or nationally distributed mobilisation and transformation programmes
  • Strong track record in programme/project delivery leadership, including multi‑workstream coordination
  • Experience shaping delivery strategy, frameworks and governance in organisations undergoing growth, transformation or regulatory scrutiny
  • Deep understanding of organisational change management and business readiness principles
  • Demonstrable ability to lead senior project professionals and embed consistent delivery standards
  • Strong commercial awareness, with experience managing budgets, forecasts and cost controls

Desirable:

  • Professional certifications (e.g., MSP, PMQ, Prince2, Prosci, Agile Change)
  • Experience in public‑sector mobilisation, outsourced service delivery, health, justice, or distributed operational environments

Travel Requirements

·       This role is remote but requires frequent UK travel to mobilisation sites, clients, partner locations and internal offices as needed
