Description & Requirements
Essential Duties and Responsibilities:
- Oversee and manage the Statewide Field Operations enrollment services program across various locations.
- Lead the client Program to adhere to contractual, State, and Federal requirements.
- Retrieve, analyze, and interpret data to identify critical business issues, model alternatives, and provide concise recommendations both orally and in written formats.
- Supervise all Field Operations activities, ensuring corporate compliance in presentations, sites, and activity frequency.
- Ensure contract compliance in Field Operations by thoroughly understanding contractual obligations, technical proposals, administrative bulletins, and relevant amendments.
- Maintain full-time equivalent allocations, periodically analyzing them to demonstrate efficiency for contract compliance.
- Act as a resource within the organization and establish effective communications with stakeholders including client Headquarters, field offices, health plans, community groups, subcontractors, and advocacy groups.
- Resolve project issues by coordinating with project staff, clients, host office staff, and community agencies.
- Recruit, supervise, and manage staff to deliver high-quality project services.
- Directly supervise Regional Managers.
- Ensure the routine use of Workforce Management tools for resource scheduling and reporting staffing effectiveness.
- Ensure compliance with ISO standards and collaborate with DHCS and County to reduce default rates.
- Identify and analyze trends to shape the direction of Field Operations and projects.
- Attend client Quarterly Meetings four times per year.
- Maintain effective staff communication and ensure information dissemination to line staff.
- Update Department policies and procedures as necessary and ensure well-documented key processes.
- Monitor department productivity, ensuring counties meet minimum production standards.
Ensure monitoring of all ESRs and sites to achieve minimum contract standards.
- Monitor service quality in the area of responsibility and develop corrective action plans for identified issues through monitoring or audits.
- Meet minimum performance standards, contract requirements, and departmental goals.
- Report issues, problems, and concerns to the Deputy Project Manager and stay updated on project program knowledge, policies, and procedures.
- Ensure consistent application of all pertinent laws and regulations.
- Conduct timely staff reviews and make recommendations for pay raises, bonuses, and awards based on policies and procedures.
- Collaborate with Compliance Specialists to identify problems and recommend corrective action plans.
- Meet established performance criteria standards and fulfill additional duties as assigned by management.
- Direct and oversee a broad functional area through department managers, with control over planning, staffing, budgeting, and implementing methodological changes.
- Work on complex issues requiring in-depth company knowledge, participating in corporate development of methods, techniques, and evaluation criteria.
- Ensure budgets and schedules align with corporate requirements.
- Bachelor's degree in relevant field of study and 10+ years of relevant professional experience required
- Current or recent certification as W2 FEP by WI DCF strongly preferred
