Description & Requirements

We are seeking a technical manager to support our Computational Science and Engineering and High-Performance Computing programs. The successful candidate will be responsible for all facility activities to ensure that customer goals and objectives are accomplished within prescribed time frames by performing the following duties personally or through subordinate managers.


This position is on-site five days a week and requires an active Public Trust security clearance.

Job-Specific Essential Duties and Responsibilities:

The Research IT Manager will plan and manage updates, upgrades, and O&M services for NETL’s supercomputing & artificial intelligence / machine learning infrastructure providing NETL’s research staff and their collaborators with access to mission critical, computational research platforms and state-of-the-art post processing and visualization capabilities. Also responsible for Scientific and Research LANs and supporting core and closet switches, PB-scale storage systems, Virtual Engineering Environments, advanced desktop computers, connections to research systems (e.g., SCADA and LCS systems) and user support.

The objective of this position is to maintain current equipment and to provide infrastructure planning support with the goal of improving and developing new capability and capacity. This includes, but is not limited to, scheduling of preventative maintenance, performing patching and upgrading of research software and systems, planning and implementing hardware/software refreshes/upgrades and, ensuring systems are prepared to enable disaster recovery if necessary.

In addition to major systems management, the candidate will manage all operations, maintenance, troubleshooting, and repair of the modular data center (MDC), a structure that houses NETL’s supercomputer (Joule 3.0).

Candidate will interface with senior research clients and subcontractors to aid with development of strategic plans, budgets, and technical and financial analysis/options analysis of new systems and system upgrades.  The manager will aid in procurements of new systems including creating specifications, procurement plans, documentation, reviewing bids, making recommendations, and implementing and providing project management to install, start, and commission new systems.  The manager will also aid the client in creating recommendations for AI and ML policies, leading process improvements, and develop / update processes, procedures, and policies to implement Government Orders and Directives.

Job-Specific Minimum Requirements:

  • Bachelor’s Degree in Computer Science, Information Technology, Data Analytics or related field, or equivalent experience of one additional year in lieu of education and demonstrated superior performance in the field.
  • 10+ years managing research high performance computing (HPC) such as supercomputers and / or personnel
  • An advanced degree and experience with supercomputing can substitute for experience

Skills and Expertise:

  • Developing and maintaining business plans to include labor hours, operational/production costs, levels of service, maintenance, and provide guidance to the development of new concepts and customer interface.
  • Establishing operational/production and quality control standards, budget and cost controls, and obtaining data regarding types, quantities, specifications, and delivery dates of products ordered.
  • Providing guidance in the development of processes, including personnel requirements, material needs, subcontract requirements, facility needs, tooling and equipment needs.
  • Ensuring established costs, quality, and delivery commitments are met within established budgets
  • Coordinating activities with other functions such as cyber, infrastructure, services, and suppliers to obtain optimum production and utilization of human resources, machines, and equipment.
  • Reviewing production and operating reports and directs the resolution of operational and maintenance problems to ensure minimum costs and prevent operational delays.
  • Determining responsibilities of assigned organization and staff positions to accomplish business objectives
  • Training and ensuring assigned employees are aware of and comply with company, and customer policies, procedures, and regulations.
  • Creating and monitoring detailed Work Breakdown Structure and Associated Cost Plans
  • Research/Science Annual Disaster Recovery Plan (DRP)
  • Creating and managing Annual Preventative Maintenance Plan and Schedule
  • Maintaining As-Built Documentation/Baseline
  • Creating Research/Science Monthly Activities Report and Research Quarterly Status Report
  • Managing and leading projects, ensuring they are delivered on time, within budget, and to the highest quality standards.
  • Providing technical expertise and guidance to teams, ensuring they have the necessary resources and support to drive up-time.
  • Ensuring compliance and governance control protocols are followed.
  • Maintaining up-to-date knowledge of High-Performance Computing, AI/ML, Engineering, and Data management technologies and industry best practices.
  • Working with 3rd party and vendors to provide software, hardware and services sources.

Capability Requirements:

  • Experience working in Research environment
  • Strong project management skills, with experience in managing complex projects
  • Strong familiarity with Supercomputing
  • Strong analytical and problem-solving skills
  • Datacenter, Network, Infrastructure and Cyber high-level experience
  • Strong organizational and time management skills with the ability to manage multiple projects simultaneously
  • Excellent verbal, documentation, and presentations skills
  • Experience with Geographic Information Systems

Position Location, Working Hours & Travel:

  • Must be local or willing to relocate to Morgantown WV
  • 40 hours weekly, minimal travel
