Description & Requirements

Maximus is looking for a Senior Requirements Analyst to join the team at one of our Federal financial clients.

As the Senior Requirements Analyst, here's what you'll be doing:

• Analyze and document complex business needs related to financial reporting, regulatory compliance, and system development, ensuring that the new or updated system accurately reflects the regulations and customer requirements

• Lead discussions and communication directly with senior client stakeholders to document functional requirements to enhance a mission-critical federal system and serve as a trusted intermediary between the client and development team(s)

• Leverage Jira to conduct storyboarding rituals with the Product Owner, Scrum Master, and Development team and lead the breakdown of epics into discrete features and user stories that are developer ready

• Evaluate the documented business and functional requirements against non-functional requirements to ensure the future system will maintain and/or improve operational specifications

• Collaborate with technical team members to translate business requirements into a system design. Analyze datasets to identify trends or potential risks requiring mitigation by the development or shared services team.

• Update critical release, system, and legal documentation and directly engage with the client to receive and incorporate feedback

• Perform Quality Assurance checks on system functionalities during and post-implementation to ensure adherence to requirements and regulations

• Drive program-wide, process improvement initiatives that standardize and elevate the quality of the requirements process

Requirements:

• Due to contract requirements only U.S.Citizens may be considered for this role. Dual citizenship cannot be accepted.

• Successful candidates must be able to pass a government-sponsored process to obtain a public trust clearance

• 10+ years of direct experience in IT (preferably as a Business/Requirements/System/Process Improvement Analyst)

• Experience triaging issues impacting critical IT systems and writing Test Cases for new releases and initiatives

• Proficient in authoring functional/non-functional requirements, User Manuals, and technical documentation (Software Architecture, System Specifications)

• Excellent time management and organizational skills, and ability to handle multiple concurrent tasks and projects with minimal supervision

• Proven ability to grow a trusted partnership with clients while serving in a leadership role.

• Experience providing strategic direction for the creation of new IT products and effectively facilitating the discovery processes with seasoned and novice business owners.

• Ability to translate business requirements to developers in the form of user stories and in-turn, translate technical communications back to the client in a layperson manner

• Operate strategically on all decision-making related to requirements and implementation, seamlessly weighing the priorities of the client while maintaining a deep understanding of team capacity, technical feasibility, etc.

• Experience leading presentations for IT client stakeholders and senior leadership or organizations

Minimum Requirements

TCS119, P5, Band 8

Preferred Skills:

• Experience supporting business and information systems at financial agencies

• Self-starter, with a track record of leading virtual and in-person conversations with high-ranking officials or senior business leaders

• Meticulous and thorough with understanding top-level requirements and distilling them down into features, user stories, and discrete tasks

• Leverages institutional knowledge to problem-solve complex IT issues, scheduling, and other unique challenges

• Certifications in SAFe Agile and/or ITIL

• Continuous learning mindset and desire to share skills across teams

• Experience working in a Scaled Agile environment with 10+ teams which include development and shared services, using Jira, Confluence, SharePoint, or similar documentation and ticketing tools.

• Bachelor’s Degree in Business, Computer Science, or a related technical field

• Passionate about supporting business development opportunities at Maximus by lending IT and Business expertise to new proposals and past performance briefs

Pay Transparency

Maximus compensation is based on various factors including but not limited to job location, a candidate's education, training, experience, expected quality and quantity of work, required travel (if any), external market and internal value analysis including seniority and merit systems, as well as internal pay alignment. Annual salary is just one component of Maximus's total compensation package. Other rewards may include short- and long-term incentives as well as program-specific awards.
