Description & Requirements

Maximus is seeking a highly skilled and motivated Senior Data Analyst to join our team supporting the Department of Defense (DoD) Chief Information Officer (CIO) IT Portfolio Management (IT PfM) directorate. This role will focus on data management, integration, governance, and metric development to enhance DoD’s decision-making capabilities and drive IT portfolio optimization. The ideal candidate has extensive experience in data analysis, data governance, and integration, and is proficient in working with complex data sets to develop actionable insights. This position will require collaboration with senior DoD leadership, stakeholders, and data owners to improve data accessibility, accuracy, and utility across the Department.

 Key Responsibilities:

• Data Rationalization:
  - Collaborate with stakeholders to identify and assess data sources for rationalization.
  - Evaluate data models, dictionaries, and source documentation to determine rationalization opportunities.
  - Develop white papers, strategies, briefings, and implementation plans to convey data rationalization recommendations.
  - Scope and codify authoritative data sources based on rationalization decisions.
• Data Integration:
  - Design conceptual and logical data models to support integration efforts.
  - Work with data stakeholders to prioritize the ingestion of data sources into analytical platforms.
  - Provide subject matter expertise for data sharing agreements and integration of data sets.
  -Incorporate rationalized data into integrated datasets to support DoD decision-making.
• Data Governance:
  - Define and maintain data standards for IT data management.
  - Draft a data governance framework outlining roles, responsibilities, and processes for data management.
  - Develop recommendations for governance bodies to maintain rationalized and integrated data sources.
• Metric Development:
  - Work with stakeholders to define objective, measurable metrics to track IT portfolio management execution.
  - Define data collection requirements for metric calculation and tracking.
  - Develop dashboards to share initiative progress with senior leadership and other stakeholders.
  - Coordinate with stakeholders to update authoritative data sources and analytical capabilities to enable metric tracking.
• Prepare reports, briefings, strategies, and related documentation to support leadership decision-making.
• Lead data analysis projects, identify areas for process improvement, and recommend actionable solutions.
• Serve as a technical expert across multiple projects, providing mentorship and guidance to junior analysts.

Minimum Requirements:

• Due to federal requirements, all canddiates must possess an active Secret clearance.
• Bachelor’s degree in a relevant field (e.g., Business, Management, Cybersecurity, Information Systems) - 4 years of relevant work experience may be considered in lieu of the degree requirement.
• 10+ years' general experience in cybersecurity or a related field.
• Strong understanding of DoD cybersecurity policy, compliance, and risk management frameworks, including RMF.
• Experience in organizational studies, process improvement, and business analysis.
• Proficiency in developing reports, briefings, and documentation to support leadership decision-making.
• Excellent communication, collaboration, and problem-solving skills.

Desired Skills & Qualifications:

• Familiarity with DoD cybersecurity technologies and initiatives
• Strong analytical skills and ability to conduct cost/benefit analysis, needs assessments, and requirements definition.
• Experience working on large DoD contracts and engaging with senior government stakeholders.
• Ability to work independently, demonstrating originality and innovation in task execution

Pay Transparency
Maximus compensation is based on various factors including but not limited to job location, a candidate's education, training, experience, expected quality and quantity of work, required travel (if any), external market and internal value analysis including seniority and merit systems, as well as internal pay alignment. Annual salary is just one component of Maximus's total compensation package. Other rewards may include short- and long-term incentives as well as program-specific awards. Additionally, Maximus provides a variety of benefits to employees, including health insurance coverage, life and disability insurance, a retirement savings plan, paid holidays and paid time off. Compensation ranges may differ based on contract value but will be commensurate with job duties and relevant work experience. An applicant's salary history will not be used in determining compensation. Maximus will comply with regulatory minimum wage rates and exempt salary thresholds in all instances.
