Maximus is looking for an experienced Technical Security Countermeasures (TSCM) professional to defend against top-tier adversaries, supporting a rewarding and meaningful national security mission in a dynamic and challenging environment. The TSCM professional will establish an internal capability to assess and mitigate any technical/physical security concern related to personnel, facilities or information, to include technical support to CI and Insider Threat investigations. An ideal candidate for this role will have hands-on TSCM experience combined with deep practical knowledge in radio frequency, acoustic, electrical, electronic, mechanical, and optical systems. Successful candidates in this position will have the ability to communicate with executive leadership (internally or client) regarding matters of significant importance to the organization/project.
Primary Responsibilities:
• Develop, implement, and maintain comprehensive TSCM programs.
• Conduct physical and technical assessments to identify vulnerabilities and recommend mitigation strategies.
• Perform Technical Surveillance Countermeasures inspections.
• Conduct TEMPEST surveys/assessments and recommend mitigations.
• Perform acoustic testing to determine ICD 705 waiver requirements.
• Research and develop security policies and instructions at both Agency and ICD levels.
• Evaluate medical devices and provide recommendations for approval or mitigation strategies.
• Conduct radio frequency (RF) direction-finding missions to identify unauthorized transmitting devices.
• Serve as a technical security subject matter expert (SME) in IC working groups.
• Develop and disseminate workforce education materials related to counterintelligence and security.
Basic Qualifications:
• Active TS/SCI clearance with CI Polygraph.
• TSCM certification with demonstrated experience in TEMPEST assessments.
• Expertise in radio frequencies, direction-finding procedures, wireless communications, and general TSCM processes and procedures.
• General knowledge of counterintelligence investigations, insider threat operations, physical security and anti-terrorism requirements, cyber security, digital forensics, and IT infrastructure.
• A Bachelor’s degree and 8-12 years of relevant experience, or a Master’s degree with 6-10 years of relevant experience (final level determined based on skills, education, and experience).
