Description & Requirements

Maximus is seeking an experienced Technical Adviser to join our team! The Technical Adviser will be responsible for the development and implementation of assigned projects. Responsible for the technical planning, development, testing, supporting deployment, and evaluation of system capabilities. Performs high-level systems analysis, evaluation, design, integration, documentation, and implementation of very complex systems, requiring a thorough knowledge of technical skills. Provides day-to-day technical/professional guidance and leadership. Provides subject matter proficiency for work described in the task. Responsible for providing analytical skills and technical expertise to support technical development, process improvement, specialized studies, and definition of requirements. Exercises authority over and oversight into all contractor engineering and phases of system development as they pertain to JCC2-R systems and capabilities. Serves as a primary touchpoint to the Project Management Office in regard to the technical development of prioritized capabilities and the technical decomposition of requirements. Requires ability to synthesize and convey highly technical details and deliver presentations and briefings to the customer. Provides technical guidance and well informed long term technical planning. Typical duties include leading technical analysis and planning efforts, developing and/or reviewing requirements of documents, developing procedures, developing functional architectures, and other related management and technical duties. Requires expertise in specialty area. Demonstrated experience in Scaled Agile Framework (SAFe). Experience with CI/CD development pipelines. Available to travel to customer-directed planning and support events. 

This position is remote and requires an active TS/SCI clearance. While remote, the client has a strong preference for candidates located in or near Fort Meade, MD. Candidates who can come on-site as needed in either Fort Meade, MD or San Antonio, TX are highly preferred. Travel to either location may be required based on mission needs.

Job-Specific Minimum Requirements:

- 10 years of overall experience in the functional area. A bachelor’s degree in related field required. Master's degree may substitute for 2 years of experience.

- 10 years of full-stack software development experience in object-oriented and scripted languages with the ability to apply several tool suites related to DevSecOps, microservices and containers.

- At least five (5) years’ experience working with DoD Combatant Command and other Service Cyber Components.

- At least five (5) years’ experience with DoD Force Readiness requirements as it pertains to training and development (people, assets, & infrastructure).

- Demonstrated experience in preparing, conducting, and documenting various systems tests and results to verify system operability and compliance with project standards and requirements.

- 5 years of experience with bug tracking software (e.g., Jira).

- 5 years of experience testing web-based applications.

- 5 years demonstrated experience leading software development programs/projects.

- TS/SCI clearance required.

- Practical experience integrating Restful interfaces and sending/receiving Restful commands.

- Practical experience developing and deploying software in a cloud environment


Required Certifications:

- DoD IAT-II (ie Security+)


Desired Qualifications:

- Experience using Agile Test Driven development

- Experience integrating into DoD DevSecOps environments
